Charles Lee “Cookie” Thornton had more than 100 misdemeanor convictions from the city of Kirkwood, including one for an attack against one of the city officials he shot and killed Thursday evening.

Between March 1996 and April 2005, Thornton had been charged with 114 violations of the city’s ordinances. He pleaded guilty or was convicted of most of them, according to court records.
The charges against Thornton stemmed mostly from his unlawful operation of a construction business in the city. But he also had been convicted of assault and battery against Ken Yost, the city’s public works director.

No details on the case against Yost were available this morning.

Media reports have confirmed that Yost was one of the five public officials that were killed in the shooting at Kirkwood City Hall during a City Council meeting.

Records also show a history of failed legal action that Thornton took against the city.

In a 2005 ruling by the Missouri Court of Appeals Eastern District, the court rejected Thornton’s claims of malicious prosecution and civil rights violations.

“Thornton’s largely incomprehensible brief fails to comply with (statutes) and preserves nothing for appellate review,” the ruling said.

And last week, a federal judge rejected the First Amendment claims he had made after he was arrested twice for disorderly conduct at two council meetings in 2006.

In May 2006, Thornton had the opportunity to speak during the public-comment portion of a council meeting that addressed the expansion of two businesses — a funeral home and a senior living facility.

During the time reserved to discuss the funeral home, Thornton rose to speak about what he alleged was personal harassment of him by city officials, not the expansion of the business, according to an article about Thornton’s court cases.

He displayed a large poster with a picture of a donkey and made intemperate remarks about the mayor. Thornton then warned the funeral home owner that the city had a “plantation-mentality” and “jackass-like qualities.”

Thornton engaged in similar conduct after the presentation about the senior living center. He said the mayor was “sitting there looking stupid.”

The mayor eventually ordered Thornton to leave the podium and called the police. When the police came to the podium, Thornton sat on the floor and refused to leave. He was arrested and later convicted of disorderly conduct. He appealed his conviction to a state appeals court.

Similar events occurred at a June 2006 City Council meeting. During the public-comment portion, Thornton was allowed to speak, at which point he began: “Jackass, jackass, jackass … .” Eventually the mayor asked the police to remove Thornton, who again sat on the floor. Once again he was arrested and convicted of disorderly conduct.

The 2005 appeals court ruling indicated that Yost cited Thornton in May 2001 for numerous violations relating to building codes and allowing unlawful conditions or activities to exist on a property at 299 McCullough Avenue where he was performing some construction or plumbing work.

Despite the citations, Thornton returned to the property to continue working and was arrested for working without an approved site plan. He was found guilty of 34 of the 38 counts and fined.
In May 2002, Thornton sued the city for malicious prosecution and sought more than $12 million. But the court rejected that suit.

Thornton represented himself in most of his cases. He had hired an attorney, Irwin Roitman, to represent him at one point. But Roitman withdrew in December 2003 after Thornton filed court documents without his knowledge or approval, according to court records.

Thornton also filed an appeal with the Missouri Supreme Court, which subsequently transferred it to the appellate court.

If it does not come with a return receipt that requires a signature, there is no proof that you actually got the ticket and they cannot prosecute you on that. What the legal system wants you to do is just send in the fine and not ask any questions. This can be a big money maker for some communities. One other form of defense to utilize on your behalf is the fact that when you are accused in court you must be faced by your accuser. Obviously the computer cannot appear in court as a defense method for the prosecution. Also, you do not have to identify yourself as the driver of the vehicle because it would violate your sixth amendment rights against self incrimination."

Here's video of the wild-eyed city attorney running for his life. His conscience was so guilty he knew immediately that he was the target.

He has no remorse that he got 6 people killed over $65,000 in parking tickets. The shooter had paid for a parking permit for his construction business, but gangstas in govt sued him 150 times for parking. Now the families of the victims will sue the city attorney for negligence and fraud.

I predict this is becoming a new trend, as the US economy is sabotaged by gangsta gavt, and the slaves get restless. NY City businesses are no longer accepting "US dollars" (Federal Reserve Bank Notes), and only accept Eurodollars. The NY Times article this week, making fun of Knox County's gangsta govt, was selling the equally crooked Metro govt takeover of Constitutional county govt, which would double taxes just like annexation. That's like each taxpayer getting 10 traffic tickets EVERY YEAR.
